The Turkmen State Institute of Finance was founded on the basis of Decree of the President of Turkmenistan Gurbanguly Berdimuhamedov No. PP-5800 dated July 8, 2011. The functions of the institute include developing and implementing a financial and economic strategy for the development of the country, further improving the level of training of financial specialists in order to improve the quality of financial and economic management, and training specialists for the modern development of the national economy.

The structure of the Turkmen State Institute of Finance was approved by Presidential Decree No. 11722 dated July 8, 2011. In 2011, the institute accepted the first students in 6 disciplines. Since its foundation, the institute has continued to improve its structural composition. The number of specialties at the institute is steadily increasing, taking into account the needs of sectors of the national economy. From the 2021/2022 academic year, the first level of a two-level educational program for training personnel at the institute was opened - the level of undergraduate training.

In accordance with Presidential Decision No. 2317 dated July 9, 2021 on the transfer of a number of higher educational institutions to economic settlement, the financial and economic activities of the Turkmen State Institute of Finance are carried out on a full economic basis from 1 September 2021. In connection with the transition to economic settlement, the necessary changes and additions were made to the Charter of the Institute and re-registration was carried out.

The Turkmen State Institute of Finance currently conducts training in 10 higher education and 11 undergraduate programmes at the faculties of finance, banking, tax and taxation, accounting and auditing.

The institute has departments of Finance, Economic Theory, Banking, Accounting, Taxes and Taxation, Insurance, Information Technology, Social Sciences, Foreign Languages, Higher Mathematics, Physical Education.

The institute has created all the conditions for providing students with modern education and vocational training. Classes are held in classrooms equipped with interactive boards and projectors. The institute has an Internet center, a reading room equipped with computer equipment, a library fund, and an electronic library. They provide to students and teachers of institute ample opportunities for use of textbooks, study guides, scientific monographs, fiction, the daily mass-media and other valuable sources.
